bit rate higher than set

i have my nvr set to 1792 for bit rate but but amcrest survalence pro shows 60508 and the vid is jumping will so2 2 seconds perfecty then skip 2-3 seconds then play 2 seconds. the live video and play back on mobile is normal. how do i fix i cant find any settings on the pc app to limit any thing
