Repairing 16ch POE NVR Looking for info SI3459 POE Chip

I have tested everything outside of the chip it self. So I was wondering if there is anyone with some history with one of these chips? Looking at the one chip that you can not make out the writing on from the picture it looks like there is some damage to the chip. When I was testing all other parts I personally thought it might have been just some Flux that wasn't removed seeing you can see some other areas around the chip that it also looks like it wasn't cleaned well after its build.. Then when all else tested out ok. I looked closer to the chip and it kind of looks like it is damaged..
