Cameras lose substream settings after power blips

I have a mix of 5MP, 8MP, and dual lens cams, all PoE. I have the main streams to use H.265 at full res for recording to Surveillance Station. I have a substream set to H.264 at 1080p for Live View and to use with Scrypted. Then I have the other substream set to H.264 a 740p, even though I don't use that stream. The issue is that whenever there is a power failure, the cams reset the substreams to H.265. The 1080p is pretty normal except for using the wrong encode. But the other smaller substream gets set to H.265 and the CIF resolution with a frame rate of 1. So anytime the power fails for a minute or two, I have to go back through all the cam settings to correct everything. That takes some time. Is there a way to preserve the settings so the cams don't change back to these same useless settings all the time?

Can I see a picture of your cameras WebUI and Cameras encoding page for your main and sub streams?

I ask because I don't have any Amcrest or Dahua cameras that I can change the main *Sub Stream* to 1080P.. I can change the Sub Stream 2 in some camera to 1080P and depending on camera full 30fps others at a reduced FPS?

So if you are saying that you made changes to your 3rd party software/hardware to work outside of the camera normal ability then it would more then likely update to correct settings on a reboot even a normal nightly reboot that all my cameras do that is setup in the WebUI.

Here's a screenshot. I probably phrased that wrong. I set Substream2 to 1080p. Substream1 is 740p, except on my newest cams, where that is reversed.

Had another power outage tonight. I had to shut down the Synology boxes running Surveillance Station. The power is back on but I haven't turned the Synology boxes on. The cams all still have the correct settings. So I guess it's not the cams resetting themselves after powering on. It's Surveillance Station messing with the settings.

Apparently this is caused by Surveillance Station. I've been told by their techs to set the Bit Rate Control in Surveillance Station to Constant instead of Variable and set a static number. We'll see if that works.
