Noisy NVR
I have an NV4108-A2 that I recently bought. It has a Western Digital Purple 4TB drive in it. I was thinking of keeping it in my home office, but it's too loud for that. The case fan is louder than the fans in my network cabinet. I moved the NVR to my garage, but the noise is quite noticeable even there. Maybe just a bad fan? Or are they all like this? Does it even need a fan?

Yes if fan is installed it needs the fan. Some fans are junk from the start, my A2 and E1 NVR fans don't make any noise. If it's that loud might have something it is hitting inside. I know there was someone few years ago had issue and was one of the set of wires inside

The noise is not like something is caught in the fan. It just sounds like a big fan. Or I suppose it could be the hard drive. I'll have to unplug the fan and see if the noise stops.

I think a LOT of the noise is the thin metal of the case. I have been thinking about putting sound deadening material like dynamat on my unit. The motion of the disk is amplified by the vibration of the thin metal case.
